Recognition of Palestine

The Armenian case

On 20 June 2011, Fatah representative Nabil Shaath met with Foreign Minister Eduard Nalbandyan to enlist the support of Armenia in the upcoming resolution. Afterwards, Shaath announced that he had been informed by a number of countries that they would recognize Palestine in the following weeks, and that he expected Armenia to be the first of these.

There have traditionally been very good relations between the two peoples. Arafat visited soviet Armenia on his own initiative several times at times where visits were strictly to Moscow, he talked warmly of Armenians and Armenian issues. Arafat even went so far to confess that he even exhorted his people to be more like Armenians – in terms of their industriousness and love of country. A lot has been written on Arafat’s remarks on Armenians.

However, the Armenian government did not release any statement regarding the meeting. President Serzh Sargsyan previously stated, “Having the Nagorno-Karabakh conflict, Armenia can’t recognize another entity in the same situation as long as it has not recognized the Nagorno-Karabakh Republic”.

Azerbaijan has officially requested Armenian troops to withdraw from all disputed areas of Azerbaijan outside Nagorno-Karabakh, and that all displaced persons be allowed to return to their homes before the status of Nagorno-Karabakh can be discussed.

But Armenia doesn’t recognize Azerbaijani claims to Nagorno-Karabakh, and believes the territory should have self-determination. The Armenian government insists that the government of Nagorno-Karabakh be part of any discussions on the region’s future, and rejects ceding the territory or allowing refugees to return before talks on the region’s status.

Both the Armenian and Nagorno-Karabakh government note that the independence of the Autonomous Oblast (NKAO), a soviet era unit which then became the independent republic of Nagorno-Karabakh, was declared around the time the Soviet Union dissolved and its members became independent.

The territories under Armenian control, but outside Nagorno-Karabakh, are seen as a buffer zone or security zone. These areas have been Armenian too, but were successfully depopulated and remain outside Nagorno Karabakh.

Armenia doesn’t occupy other lands, but at the same time it is hard to say it is Armenian, so it is called a security zone, and unfortunately the Armenian government are ready to give it back should security and freedom of Nagorno-Karabakh be guaranteed.

Nagorno-Karabakh is careful not to signal it is Armenian because then Azerbaijan says Armenia is an aggressor and it is a land grab which they link to self-determination of population of Nagorno-Karabakh.

Armenia on the other side presents itself as the negotiator and security guarantor of people of Nagorno-Karabakh. In this way Armenia provide the rightful claims of the people of Nagorno-Karabakh to self-determination according to soviet legislation democratic process of referendum.

The Nagorno-Karabakh Republic is a member of one international organization: the Community for Democracy and Human Rights, also commonly known as the Commonwealth of Unrecognized States, or less commonly as CIS-2.

The Nagorno-Karabakh Republic is recognized only by other states with limited recognition: Abkhazia, South Ossetia and Transnistria. In November 2012, a member of Uruguay’s foreign relations committee stated that his country could recognize Nagorno-Karabakh’s independence.
